Why does he not just go the whole way and introduce NULabour Youth?
There is a template.
How many youngsters? Say 10 million. Four hours a week each: 40 million hours. In groups of ten, say: 4 million group hours. Under instructors working the full-time equivalent of perhaps 25 hours a week. So perhaps 160000 instructors. At £20000 a year each. £3.2 billion. I think we'll stick to a couple of pilot schemes. But we're talking only about "access" and expecting, I imagine, that the great majority will not be interested. Cheap credit for Mr B.

What gives me the pip is that the LA's are going to be "forced" to become involved.
If local councils want to be involved, and many are already, I can't see why central government should butt in.
